Police Commissioner William Bratton opened a meeting with 700 brass, from the rank of captain and up, by announcing that the NYPD will not tolerate brutality and corruption.
The point was driven home by Deputy Commissioner Joseph Reznick, who showed a video montage of beatings, stomping and other acts of violence toward suspects in their custody.
In one clip, a cop is seen pummeling a handcuffed shoplifting suspect countless times inside a Target store holding cell. In another one, a plain-clothes narcotics officer stomps on a suspect's head while other cops have him pinned to the floor of an apartment being raided.
"I'm particularly ashamed of that one," Reznick said. "I was head of Narcotics at that time."
Bratton said he and the agencies that oversee the department will work with unions to weed out bad cops.
"There are some who just don't get it," he said. "We will separate them out because are "poisoning the well."
The video that was shown Thursday morning included several incidents that have gone viral on YouTube and resulted in firings of cops. It captured the well-known incident where a bicyclist was body-checked by a uniformed officer in Times Square in 2008.
It documents a man having his head stomped by a police officer who walked up and took his shot as colleagues were cuffing the suspect.
It included building surveillance of two cops following a man they summonsed from a Bronx precinct and beating him.
The footage was shot by watchdog groups, lawyers and the Internal Affairs Bureau. Some of it was recorded on security and building surveillance cameras.
All of the incidents have been, or are currently, under investigation by IAB. Many have resulted in departmental charges up to, and including firing.
Bratton warned that there's no room in his department for "brutality, corruption, racism or incompetence."
