Two ghoulish bureaucrats in China were busted for purchasing corpses, so they could make quotas that fulfill the government's unpopular cremation laws, state media reported on Sunday.

The weird crime plan began to unravel in July when cops in the Beiliu City arrested a grave robber with the family name Zhong, news agency Xinhua reported.

He then confessed to stealing 20 corpses at night from local villages, taking them to neighboring Guangdong province and selling them to officials from Gaozhou City and Huazhou City.

Zhong implicated two officials in charge of local funeral management, named He and Dong. They copped to buying the corpses to make government-mandated quotes for cremation, Xinhua reported.

The country is aggressively pushing citizens to opt for cremation over burial, in hopes of freeing more land agriculture and other development for the living.

He and Dong were responsible for overseeing a certain number of cremations each month, based on regional population figures.

The government efforts fly in the face of Chinese tradition to honor ancestors with tombs and burial. Citizens have even resorted to secret burials to get around the government.

Dong admitted he paid $490 for each of 10 corpses, Xinhua said, while He shelled out $245 per stiff.
