"We have a house together and dogs. It just seems right to be wearing this ring and to be committed," she says in the upcoming issue of Elle UK. "But we keep our relationship low-key and don't talk about it anymore."

We exclusively reported in mid-March that Cyrus and the "Hunger Games" hunk called off their engagement. The two spent much time away from each other following their split – while Cyrus remained in LA, the actor jetted off to his native Australia for much of the month. Cyrus was seen without her engagement ring but the impressive 3.5-carat rock has since reappeared on her finger. She said the ring was off because she was getting it repaired.

The 20-year-old starlet now pledges to keep her private life to herself after much media attention on their relationship. "We were too nice to the world and gave them too much insight – into my life and my puppies and my house – and I just don't feel they get that privilege anymore."

Cyrus also shares in the interview that she approached her longtime friend Justin Bieber, who's erratic behavior lately has been getting more attention than his music.

"I noticed he was taking all these photos of people and doing a lot of [bleep], and I just grabbed him and said, 'Just take a snapshot in your brain of this moment, so you don't forget"

NEW DELHI — Police on Monday arrested a man who allowed his 9-year-old son to drive his Ferrari in the southern Indian state of Kerala.

Mohammed Nisham was arrested on charges of endangering the life of a child and allowing a minor to drive, said Inspector Biju Kumar.

He was later released after posting bail of 5,000 rupees ($92), Kumar said.

Nisham's wife filmed the boy driving the sports car on his ninth birthday two weeks ago with his 5-year-old brother in the passenger seat. The video was widely watched on YouTube and created an outrage across India, causing police to file charges.

India's economic boom has created a class of super-rich, whose excesses are frequently in the news.

Police Inspector M.V. Verghese said the boy's father, who has a thriving tobacco and real estate business, owns 18 cars worth an estimated $4 million.

Nisham turned himself in at a police station near the port city of Kochi, Kumar said.

Police have impounded the Ferrari, but it will be returned to him in a few days after police complete the paperwork for the case, police said.

The boy's parents were unabashed. "I am proud of him. He's been driving since he was 5," said his mother, Amal Nisham.

She said the boy has also driven the family's Lamborghini and Bentley and other cars.

"It was his ninth birthday, and since he was insisting for months, we allowed him to drive the Ferrari. He is a cautious and confident driver," she told television channel NDTV.

"It's not easy for a child to achieve such a feat at this young age," she said.

Jason Collins, a 14-year NBA veteran who is currently a free agent, became the first active openly gay athlete to announce his homosexuality.

In a Sports Illustrated article that debuted on Monday, Collins said he hoped someone else would have done so before him, but felt it was important so that other gay athletes could come forward as well.

"If I had my way, someone else would have already done this. Nobody has, which is why I'm raising my hand," Collins wrote.

There have been numerous retired athletes who have come out, but not one that was still playing until Collins did so on Monday. He said he isn't sure what the reaction will be like from his peers, but hopes it is positive.

"I've been asked how other players will respond to my announcement. The simple answer is, I have no idea. I'm a pragmatist. I hope for the best, but plan for the worst," he wrote.

Several NBA players took to twitter to show their support for Collins, including Baron Davis, who tweeted: "I am so proud of my bro @jasoncollins34 for being real. #FTheHaters"

Collins, 34, said in the article that he dated women when he was younger and was even engaged because he "thought he had to live a certain way" even though he knew he was gay. He said the reason he didn't come out sooner was because he didn't want to be a distraction to his teammates.

"Loyalty to my team is the real reason I didn't come out sooner. When I signed a free-agent contract with Boston last July, I decided to commit myself to the Celtics and not let my personal life become a distraction. When I was traded to the Wizards, the political significance of coming out sunk in. I was ready to open up to the press, but I had to wait until the season was over," Collins wrote.

Collins said he knew he had to let the public know after his former college roommate marched in the Boston Gay Pride Parade in 2012, something he wanted to do but wasn't ready to deal with the questions he would be asked had he done so.

Collins, whose twin brother Jarron had a 10-year NBA career, played for seven seasons with the Nets before playing for the Grizzlies, Timberwolves, Hawks Celtics and Wizards. He has averaged 3.6 points per game over his career.

'Teen Mom' Farrah Abraham’s sex tape ‘sells for nearly $1M’

Farrah Abraham's fame-boosting sex tape has reportedly been sold for nearly $1 million.

Abraham, who told Dr. Phil that she would need more than $2 million for the tape to go public, has settled for a deal with Vivid Entertainment in the "high six figures," according to TMZ. The 70-minute tape is reportedly titled, "Farrah Superstar: Backdoor Teen Mom."

Last week, she was caught walking out of the porn company's building with her visibly uncomfortable dad and her 4-year-old daughter Sophia in tow.

The 21-year-old reality star made headlines this month when she tried to deny the existence of the "sex tape" she made with professional adult actor James Deen.

Boeing confirms 767 part found on Park Pl. is from Sept. 11 terror attack

A charred landing gear found in an alley near Ground Zero belonged to one of the two planes that smashed into the World Trade Center on September 11, officials confirmed yesterday.

Boeing technicians informed the NYPD that the part - discovered at the rear of 51 Park Place - was matched to one of the two 767s.

"It is believed to be from one of the two aircraft destroyed on September 11, 2001, but it could not be determined which one," said NYPD spokesman Paul Browne.

The discovery spurred officials to search the area near the controversial Ground Zero mosque project for any human remains that might have ended up near the landing gear.

"The NYPD continues to work with the Office of the Chief Medical Examiner as it prepares to sift soil at the location for human remains," Browne said.

The part will be removed from the site after that process is completed on Wednesday and transported to the department's property division before its final destination is decided.

Browne said that the National Transportation Safety Board sometimes takes custody of aircraft parts involved in historic events and places them in museums.

NFL great Brown: Smith’s fall to 2nd not race related

Jim Brown, arguably the greatest running back in NFL history and certainly one of the most outspoken activists for African American rights, told The Post Friday he did not believe race played a role in West Virginia quarterback Geno Smith's fall to the second round of the NFL Draft

"I don't think there's any racial overtones or anything like that,'' said Brown. 'I think it's simply a matter of this is a year that a lot of people have decided on their quarterbacks.

"I look for everything but that because I find it's too easy to fall back on that,'' Brown said of the race factor. "And I also find that could be a trap. Just because you're African American doesn't mean that you did the right thing and just because you're African American doesn't mean you did the wrong thing.''

JETS DRAFT SELECTIONS

Smith, who the Jets took with seventh pick in the second round, put up astonishing stats his senior season, throwing 42 touchdown passes and just six interceptions. He was criticized by a Pro Football Weekly as not being a student of the game.

Former NFL quarterback Warren Moon was one of many who reacted passionately to that assessment.

"It just shows that there are a lot of people in society who have the biases and stereotypes,'' Moon said.

But Brown pointed out that last year the 49ers promoted a Colin Kaepernick over Alex Smith, though Smith was third in the league in passer rating and completed 70 percent of his passes.

Brown will be honored as a hometown hero on Monday at his alma mater, Manhasset High School on Long Island, by the Pro Football Hall of Fame and Alltate. He said his message to the students there will be one they can relate to.

After moving to Long Island when he was eight, Brown, 77, grew up without a father figure and a mother who worked domestic jobs to make ends meet. But the support of the community and the opportunities afforded by athletics gave Brown a chance to play at Syracuse and then the NFL where he rushed for 12,312 yards, averaging 5.2 yards per carry.

The first two quarterbacks taken were African America. FSU's E.J. Manuel was the 16th player taken by the Bills. Buffalo immediately gave Manuel an NFL-ready receiver in USC's Robert Woods with the ninth pick in the second round.

Alabama's Eddie Lacy was the most highly publicized running back in the draft but North Carolina's Giovani Bernard was the first running back taken by Cincinnati with the fifth pick. He immediately will push former Patriot BenJarvus Green-Ellis.

The Eagles came up with best early pick of the second round by snagging Stanford tight end Zack Ertz. Eagles tight end Brent Celek had one touchdown catch last season.

Multiple Brooklyn shootings leave five men wounded

Five men were wounded in several shootings in Brooklyn early today, authorities said.

A gunman opened fire in Bedford-Stuyvesant on Marcus Garvey Boulevard and Monroe Place near the Associated Supermarket about 1:35 a.m., striking three people, cops said.

A 36-year-old was shot in one leg, and grazed in the other, police said. A 23-year-old was hit in the right calf, while another victim, 20, was wounded in the hand and upper thigh.

EMS rushed them to Kings County Hospital, where they were listed in stable condition.

Eugene Belt, 62, said he had just finished watching basketball when he heard four loud shots.

"It was quiet, so you could hear them real loud. They were bang, bang, one after the other," he said. "It sounded like they were coming from an automatic, like cannons. When the weather starts getting warm, that is when things start happening."

He added that police recovered two guns from the scene.

There was blood on the sidewalk on Marcus Garvey Boulevard between Monroe and Madison Street.

In Crown Heights, one man was shot in the butt and thigh about 3:05 a.m. on St. John's Place and Franklin Avenue and also taken for treatment at Kings County Hospital.

The suspect was described as having braided hair and wearing a white t-shirt and blue jeans, cops said.

Another shooter opened fire in Bedford-Stuyvesant ten minutes later, wounding the victim, 51, in the right leg on Stockton Street near Lewis Avenue.

He was listed in stable condition at Elmhurst Hospital.

No arrests have been made, and it was not immediately clear what sparked the violence.

WASHINGTON, DC - A man with Tourette Syndrome was denied boarding a plane Thursday after he said the word "bomb."

Michael Doyle and Chaz Petteway are friends and travel companions. They were booked on a Jet Blue flight from Reagan National Airport to San Juan Puerto Rico Thursday to take part in a weekend Revolutionary War reenactment.

"It was a really big deal for us. It was going to be fun. A very fun time," said Michael Doyle.

Doyle says he was not allowed to board his flight because of his Tourette's. But they'd planned ahead, alerting Jet Blue and the TSA about his so-called ticking. That's frequent outbursts and vocalizing thoughts he's trying to suppress.

"With all the stuff in the news about the Boston bombings and stuff... I started ticking 'bomb.' Because that when I get nervous and anything on my mind will come out. And things you're not supposed to say," said Doyle.

Miss. man arrested in 'ricin' letters case: FBI

JACKSON, Miss. — A Mississippi man whose home and business were searched as part of an investigation into poisoned letters sent to the president and others has been arrested in the case, according to the FBI.

Everett Dutschke, 41, was arrested about 12:50 a.m. Saturday at his Tupelo home by FBI special agents in connection with the letters, FBI spokeswoman Deborah Madden said. The letters, which allegedly contained ricin, were sent last week to President Barack Obama, Sen. Roger Wicker of Mississippi and earlier to an 80-year-old Mississippi judge, Sadie Holland.

Madden said FBI special agents arrested Dutschke without incident. She said additional questions should be directed to the U.S. attorney's office. The office in Oxford did not immediately respond to messages Saturday.

Dutschke's attorney, Lori Nail Basham, did not immediately respond to phone or text messages Saturday. Basham said earlier this week that Dutschke was "cooperating fully" with investigators. Dutschke has insisted he had nothing to do with the letters.

Ryan Taylor, a spokesman for Wicker, said Saturday that "because the investigation is still ongoing, we're not able to comment."

Charges in the case were initially filed against an Elvis impersonator but then dropped. Attention then turned to Dutschke, who has ties to the former suspect and the judge and senator. Earlier in the week, as investigators searched his primary residence in Tupelo, Dutschke had remarked to reporters, "I don't know how much more of this I can take."

Charges initially were filed last week against Paul Kevin Curtis, 45, the Elvis impersonator, but then dropped after authorities said they had discovered new information. Curtis' lawyers say he was framed.

Curtis' attorney, Christi McCoy, said Saturday: "We are relieved but also saddened. This crime is nothing short of diabolical. I have seen a lot of meanness in the past two decades, but this stops me in my tracks. "

Dutschke and Curtis were acquainted. Curtis said they had talked about possibly publishing a book on an alleged conspiracy to sell body parts on a black market. But he said they later had a feud.

Judge Holland is a common link between the two men who have been investigated, and both know Wicker.

Holland was the presiding judge in a case in which Curtis was accused of assaulting a Tupelo attorney in 2004. Holland sentenced him to six months in the county jail. He served only part of the sentence, according to his brother.

Holland's family has had political skirmishes with Dutschke.

Her son, Steve Holland, a Democratic state representative, said he thinks his mother's only other encounter with Dutschke was at a rally in the town of Verona in 2007, when Dutschke ran as a Republican against Steve Holland.

Holland said his mother confronted Dutschke after he made a derogatory speech about the Holland family. She demanded that he apologize, which Holland says he did.

Steve Holland said he doesn't know if his mother remembers Curtis' assault case.

Woman accidentally swallows diamond in champagne at charity event

TAMPA, Fla. — The idea behind the Tampa Women's Club charity event was simple. For $20, you could buy a flute of champagne and a chance to win a one-carat, $5,000 diamond.

Organizers of the Saturday event placed $10 cubic zirconia stones in the bottom of 399 of the 400 champagne glasses. The prized diamond, donated by Continental Wholesale Diamonds, was placed in the last.

The problem? Eighty-year-old Miriam Tucker accidentally swallowed it.

Tucker told local news media that she didn't want to put her finger in the champagne, so she drank a bit. While laughing with women at the table, she realized she swallowed it.

Embarrassed, she had to tell jewelers who were frantically searching for the winner.

Already scheduled for a colonoscopy on Monday, she had a doctor recover the jewel.

George Jones, country superstar, has died at 81

NASHVILLE, Tenn. — George Jones, the peerless, hard-living country singer who recorded dozens of hits about good times and regrets and peaked with the heartbreaking classic "He Stopped Loving Her Today," has died. He was 81.

Jones died Friday at Vanderbilt University Medical Center in Nashville, according to his publicist Kirt Webster. He had been hospitalized with fever and irregular blood pressure, forcing him to postpone two shows.

With one of the most golden voices of any genre, a clenched, precise, profoundly expressive baritone, Jones had No. 1 songs in five separate decades, 1950s to 1990s. He was idolized not just by fellow country artists, but by Frank Sinatra, Pete Townshend, Elvis Costello, James Taylor and countless others. "If we all could sound like we wanted to, we'd all sound like George Jones," Waylon Jennings once sang.

Word of his death spread Friday morning as his peers paid tribute.

"The greatest voice to ever grace country music will never die," Garth Brooks said in an email to The Associated Press. "Jones has a place in every heart that ever loved any kind of music."

Ronnie Dunn added: "The greatest country blues singer to ever live."

In Jones' case, that's not hyperbole. In a career that lasted more than 50 years, "Possum" evolved from young honky-tonker to elder statesman as he recorded more than 150 albums and became the champion and symbol of traditional country music, a well-lined link to his hero, Hank Williams.

Jones survived long battles with alcoholism and drug addiction, brawls, accidents and close encounters with death, including bypass surgery and a tour bus crash that he only avoided by deciding at the last moment to take a plane.

His failure to appear for concerts left him with the nickname "No Show Jones," and he later recorded a song by that name and often opened his shows by singing it. His wild life was revealed in song and in his handsome, troubled face, with its dark, deep-set eyes and dimpled chin.

In song, he was rowdy and regretful, tender and tragic. His hits included the sentimental "Who's Gonna Fill Their Shoes," the foot-tapping "The Race is On," the foot-stomping "I Don't Need Your Rockin' Chair," the melancholy "She Thinks I Still Care," the rockin' "White Lightning," and the barfly lament "Still Doing Time." Jones also recorded several duets with Tammy Wynette, his wife for six years, including "Golden Ring," ''Near You," ''Southern California" and "We're Gonna Hold On." He also sang with such peers as Willie Nelson and Merle Haggard and with Costello and other rock performers.

BERLIN — They were feasts of sublime asparagus — laced with fear. And for more than half a century, Margot Woelk kept her secret hidden from the world, even from her husband. Then, a few months after her 95th birthday, she revealed the truth about her wartime role: Adolf Hitler's food taster.

Woelk, then in her mid-twenties, spent two and a half years as one of 15 young women who sampled Hitler's food to make sure it wasn't poisoned before it was served to the Nazi leader in his "Wolf's Lair," the heavily guarded command center in what is now Poland, where he spent much of his time in the final years of World War II.

"He was a vegetarian. He never ate any meat during the entire time I was there," Woelk said of the Nazi leader. "And Hitler was so paranoid that the British would poison him — that's why he had 15 girls taste the food before he ate it himself."

With many Germans contending with food shortages and a bland diet as the war dragged on, sampling Hitler's food had its advantages.

"The food was delicious, only the best vegetables, asparagus, bell peppers, everything you can imagine. And always with a side of rice or pasta," she recalled. "But this constant fear — we knew of all those poisoning rumors and could never enjoy the food. Every day we feared it was going to be our last meal."

The petite widow's story is a tale of the horror, pain and dislocation endured by people of all sides who survived World War II.

Only now in the sunset of her life has she been willing to relate her experiences, which she had buried because of shame and the fear of prosecution for having worked with the Nazis, although she insists she was never a party member. She told her story to The Associated Press as she flipped through a photo album with pictures of her as a young woman, in the same Berlin apartment where she was born in 1917.

Woelk says her association with Hitler began after she fled Berlin to escape Allied air attacks. With her husband gone and serving in the German army, she moved in with relatives about 435 miles (700 kilometers) to the east in Rastenburg, then part of Germany; now it is Ketrzyn, in what became Poland after the war.

There she was drafted into civilian service and assigned for the next two and a half years as a food taster and kitchen bookkeeper at the Wolf's Lair complex, located a few miles (kilometers) outside the town. Hitler was secretive, even in the relative safety of his headquarters, that she never saw him in person — only his German shepherd Blondie and his SS guards, who chatted with the women.

AMHERST, NH — Truman Capote's 1958 typed manuscript of "Breakfast at Tiffany's" with the author's handwritten edits has sold for about $306,000 at auction to a Russian billionaire.

The manuscript, expected to net at least $250,000, was offered for sale online by the Amherst-based auction house RR Auction.

RR Auction says the winning bidder is Russian retail billionaire Igor Sosin, who plans to display it in Moscow and Monaco.

Capote's handwritten notations include changing the femme fatale's name from Connie Gustafson to the now-iconic Holly Golightly.

Its plot — built around a woman who supports herself through trysts with wealthy lovers — was scandalous. Harper's Bazaar bought serialization rights, then balked at its explicit content. Esquire magazine purchased it from Harper's and launched it to its 1961 silver screen adaptation starring Audrey Hepburn.

Chris Canty is hoping to avoid a Hangover sequel, and that's not a knock on Bradley Cooper.

The former Giants defensive tackle, who signed with the Ravens this offseason, has already warned his new teammates about what he thinks undid Big Blue last season.

"I've talked to the guys about that. That Super Bowl hangover deal is real, I'll start by saying that," Canty told NJ.com Wednesday at the "ESPN The Magazine" pre-draft party.

The Giants Super Bowl defense last season fell apart in the second half when the team went from 6-2 to 9-7 and watched the Redskins take the NFC East. Now, Canty goes from last year's defending Super Bowl champ to this year's after the Ravens held off the 49ers in last season's championship game.

"I think everybody was enjoying basking in the glow of being Super Bowl champions, almost 3 million people on a parade through the Canyon of Heroes -- it was that kind of reality for us throughout the whole offseason last year," Canty said of how the Giants reacted last season after beating the Patriots 21-17 in Super Bowl XLVI.

"And I don't think guys approached putting our team back together and going through what we needed to go through in order to be able to compete for a championship in the 2012 season. And it worked against us."

The Giants did finish that regular season with the same 9-7 record that earned them the NFC East title in 2011 before running off four straight postseason wins. But the extreme lows (missing the playoffs three of the four past seasons) that have accompanied the highs (two Super Bowls) has been the criticism against coach Tom Coughlin.

The Giants playoff hopes were basically ended when they lost back-to-back games to the Falcons and Ravens in Weeks 15 and 16 by a combined 67-14.

"You saw it late in the season: Teams were outplaying us, they were fundamentally more sound than us, they were better technique-wise than us, and we were out-played, plain and simple," Canty told the website.

"So those are some of the lessons that I'm trying to instill in some of the guys, some of the younger guys, now, so they understand, 'Listen, you just can't show up and win a championship.' You have to go through the process."

Mass. refuses to reveal how much Boston bomber received from welfare - cites right to privacy

The state of Massachusetts refused to disclose how much dead bomber Tamerlan Tsarnaev scored in welfare benefits, remarkably citing the mass killer's right to privacy.

A swath of commonwealth agencies told The Boston Herald that details of Tsarnaev's benefits remain private information, even a week after his death.

The paper had first reported yesterday that Tsarnaev received state benefits as recently as last year. That's when his hard-working wife, Katherine Russell, brought home enough bread so the deadbeat killer's family could finally get off the dole.

But when the Herald asked for records on how much Tsarnaev received on his EBT card and his spending habits, state officials shut it down.

That was the same story when questions were raised about Tsarnaev's state unemployment compensation.

Amazingly, state labor department spokesman Kevin Franck sided with Tsarnaev and said the dead hatemonger's rights trump public interest.

Those records are "confidential and not a matter of public record," Franck said in sticking up for the killer.

The state's incredible defense of Tamerlan Tsarnaev incensed US Rep. Stephen Lynch (D-Boston).

"It's certainly relevant information that should be made public," Lynch said.

"There's a national security interest No. 1. Secondly, there's also a public interest in finding out whether these individuals were able to exploit the system and get benefits they weren't entitled to."

The University of Massachusetts Dartmouth also declined to reveal any records on bombing suspect and the dead killer's little brother Dzhokhar Tsarnaev, 19.

The younger Tsarnaev is in a hospital, in federal custody, charged with using weapons of mass destruction.

His wounded big brother was in police custody for seconds last week, after a wild shootout with cops in Watertown, Mass.

But the cowardly Dzhokhar fled from the scene and accidentally ran over his brother, police said.

"It is our position — and I believe the accepted position in higher education — that student records including academic records and financial records (including financial aid) cannot under federal law be released without a student's consent," UMass Dartmouth spokesman Robert Connolly said in defending the student.

The FCC also refused to disclose if the brothers had any government-paid cell phones, while the city of Cambridge declined to reveal if the suspected bombers ever received Section 8 housing assistance.

Suspected Boston Marathon bomber Dzhokhar Tsarnaev was unarmed when he took shelter in dry-docked boat and surrendered to authorities, investigators said.

No gun was found in the boat where cops busted Tsarnaev, 19, following a massive manhunt that virtually shut down all of Boston on Friday.

Tsarnaev had been hiding in a boat stored in the backyard of a Watertown, Mass., home. Officers fired a hail of bullets toward the boat before Tsarnaev complied with an FBI negotiator and gave up.

But investigators now say that no firearm was found in the craft.

When Tsarnaev was taken into custody, he had wounds to the neck, leg and hand, officials said.

The neck was believed to be a self-inflicted wound and botched suicide attempt, authorities said shortly after his arrest.

The boat's owner had been stuck inside all day, observing a stay-at-home order by Gov. Deval Patrick. The homeowner saw blood near the boat and found Tsarnaev hiding inside.

The man called authorities before helicopters, using sophisticated infrared cameras, confirmed someone was hiding in the boat.

Hagel: Syria has used chemical weapons

ABU DHABI, United Arab Emirates — US intelligence has concluded "with some degree of varying confidence," that the Syrian government has used sarin gas as a weapon in its 2-year-old civil war, Defense Secretary Chuck Hagel said Thursday.

Hagel, speaking to reporters in Abu Dhabi, said the White House has informed two senators by letter that, within the past day, "our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin."

"It violates every convention of warfare," Hagel said.

No information was made public on what quantity of chemical weapons might have been used, or when or what casualties might have resulted.

President Obama has said the use of chemical weapons would be a "game-changer" in the US position on intervening in the Syrian civil war, and the letter to Congress reiterates that the use or transfer of chemical weapons in Syria is a "red line for the United States." However, the letter also hints that a broad US response is not imminent.

White House legislative director Miguel Rodriguez, who signed the letter, wrote that "because the president takes this issue so seriously, we have an obligation to fully investigate any and all evidence of chemical weapons use within Syria."

The letters went to Sens. John McCain, R-Ariz., and Carl Levin, D-Mich.

The assessment, Rodriguez says, is based in part on "physiological samples."

He also said the US believes that the use of chemical weapons "originated with the Assad regime." That is consistent with the Obama administration's assertion that the Syrian rebels do not have access to the country's stockpiles.

In Washington, McCain quoted from the letter the White House sent to several senators who had pressed the administration about Syria's possible use of chemical weapons.

"We just received a letter from the president in response to our question about whether Assad had used chemical weapons," McCain told reporters following a closed briefing with Secretary of State John Kerry on Syria and North Korea.

DALLAS — In a rare reunion, the five living American presidents gathered in Dallas Thursday to honor one of their own at the dedication of the George W. Bush Presidential Center.

The presidents — Bush, Barack Obama, Bill Clinton, George H.W. Bush and Jimmy Carter — were cheered by a crowd of former White House officials and world leaders as they took the stage together to open the dedication. They were joined on stage by their wives — the nation's current and former first ladies — for the outdoor ceremony on a sun-splashed Texas morning.

The leaders were putting aside the profound ideological differences that have divided them for years for a day of pomp and pleasantries. For Bush, 66, the ceremony also marked his unofficial return to the public eye four years after the end of his deeply polarizing presidency.

Each of the presidents was to make brief remarks at the ceremony.

In a reminder of his duties as the current Oval Office inhabitant, Obama planned to travel to Waco in the afternoon for a memorial for victims of last week's deadly fertilizer plant explosion.

Presidential politics also hung over the event. Ahead of the ceremony, former first lady Barbara Bush made waves by brushing aside talk of her son, former Florida Gov. Jeb Bush, running for the White House in 2016.

"We've had enough Bushes," said Mrs. Bush, the wife of George H.W. Bush and mother of George W. Bush. She spoke in an interview with NBC's "Today" show.

Yet George W. Bush talked up the presidential prospects of his brother in an interview that aired Wednesday on ABC.

"He doesn't need my counsel, because he knows what it is, which is, 'Run,'" Bush said.

Key moments and themes from George W. Bush's presidency — the harrowing, the controversial and the inspiring — would not be far removed from the minds of the presidents and guests assembled to dedicate the center, where interactive exhibits invite scrutiny of Bush's major choices as president, such as the financial bailout, the Iraq War and the international focus on HIV and AIDS.

On display is the bullhorn that Bush, near the start of his presidency, used to punctuate the chaos at ground zero three days after 9/11. Addressing a crowd of rescue workers amid the ruins of the World Trade Center, Bush said: "I can hear you. The rest of the world hears you. And the people who knocked these buildings down will hear all of us soon."

Ben Affleck to live on $1.50 a day

Ben Affleck has teamed up with the charity Live Below The Line, which means he'll be living on a mere $1.50 a day for five days to raise awareness for world poverty.

According to the group's Facebook, participants in the awareness campaign will subsist on less than $2 a day for five days next week, from April 29 to May 3. Those participating are also not allowed to rummage through the pantry for snacks.

The campaign is meant for participants to "better understand the daily obstacles faced by 1.4 Billion people trapped in the cycle of extreme poverty."

The extreme poverty line, according to current World Bank estimates, equals roughly $1.50 per day in the US.

TIME reports that last year, more than 15,000 people participated in the challenge, raising over $3 million in the process, and more than 20,000 people are expected to participate this year.

Besides the Oscar-winning "Argo" director, celebs like Josh Groban, Sophia Bush, Debi Mazar and Gabriele Corcos are also taking part.

Groban took on the challenge last year. According to a released statement, the singer said the campaign was "a humbling experience for me, and I was so proud and heartened by my fans that joined me."

Family of cop who died in Hurricane Sandy to receive $50K from relief fund

The family of a police officer who sacrificed his life during Hurricane Sandy will receive tens of thousands of dollars from a disaster relief nonprofit today.

The New York Police Disaster Relief Fund will give $50,000 to the family of Officer Artur Kasprzak, who shepherded six family members to safety at his Staten Island home, but got caught in the flood waters in his basement while looking for another person.

The award will be given at his parent's home Sunnyside home this afternoon in advance of the six-month anniversary of Hurricane Sandy, which ravaged New York City on October 29.

Kasprzak served in the 1st precinct, and had been on the job for six years.

Five police unions, including the Captains' Endowment Association and the Patrolmen's Benevolent Association, started the fund to provide relief for uniformed NYPD members, as well as other police officers in New York State.

Many cops lost their homes in the storm, and suffered other property damage.

Almost a thousand awards have been given to cops so far through donations from the public.

NYPD plans summer tests in subway to study possible chemical attack

The New York Police Department is teaming up with a national laboratory to study how chemical weapons could be dispersed through the air into the subway system.

Researchers will track the movement of harmless tracer gases. They'll place air sampling devices in specific areas on the street and within the subway system. The gases mimic how a chemical or biological weapon may react if released.

Police Commissioner Raymond Kelly said the study will help safeguard the city against attacks.

The project with the US Department of Energy's Brookhaven National Laboratory was announced Wednesday. It will be funded through a $3.4 million federal grant.

Redesigned $100 bill to begin circulating in October

WASHINGTON — The Federal Reserve announced Wednesday that it will begin circulating a redesigned $100 bill this fall, more than two years after its initial target.

The Fed has set a new target date of Oct. 8. The redesigned note incorporates added security features, such as a blue, 3-D security ribbon and a disappearing Liberty Bell in an inkwell. The features are designed to thwart counterfeiters.

The revamped bill had been expected to go into circulation in February 2011. But in December 2010, officials announced an indefinite delay. They said they needed more time to fix production issues that left unwanted creases in many of the notes.

"We made numerous process changes to address the creasing issue and we are back in full production," said Dawn Haley, a spokeswoman for the Bureau of Engraving and Printing.

Haley said those changes included modifying the paper feeder on the printing presses to accommodate variations in the paper associated with the 3-D security ribbon. The blue security ribbon is composed of thousands of tiny lenses. Those lenses magnify the objects underneath them to make them appear to be moving in the opposite direction from the way the bill is being moved.

Benjamin Franklin portrait will remain on the $100 bill, the highest value denomination in general circulation. It is also the most frequent target of counterfeiters.

The $100 bill is the last note to undergo an extensive redesign aimed at thwarting counterfeiters with ever-more sophisticated copying machines. The redesigns began in 2003 when the government added splashes of color to the $20 bill. That makeover was followed by redesigns for the $50, $10 and $5 bills. The $1 bill isn't getting a makeover.

An extensive public education effort is planned for businesses and consumers around the world to raise awareness about the new design and provide information on how to use the new security features. Fed officials said information about the redesigned $100 can be found at www.newmoney.gov.

Boston bombers got IED instructions from online Al Qaeda mag: official

The brothers suspected of planting deadly bombs at the Boston Marathon may have gotten their ideas -- and even instructions on how to make explosives from household items -- from an English-language website that Al Qaeda uses to radicalize and recruit Westerners.

A U.S. official told Fox News that Tamerlan Tsarnaev, 26, and his brother, Dzhokhar Tsarnaev, 19, built the bombs with instructions from Inspire magazine -- an English-language online magazine published by Al Qaeda in the Arabian Peninsula.

The publication is believed to have been started by Samir Khan, a U.S. citizen who moved from his family's home in North Carolina to Yemen, where he was later killed in a U.S. drone strike in 2011 along with Al Qaeda leader Anwar al-Awlaki. The magazine includes articles penned by Khan and others, like "Make a Bomb in the Kitchen of Your Mom."

Investigators say a radical brand of Islam appears to have motivated the two brothers suspected of bombing the Boston Marathon, but say they have found no indication the brothers were associated with any terrorist groups. The older brother was the driving force behind the attack, a source close to the investigation told Fox News.

Dzhokhar Tsarnaev was charged Monday in his hospital room, where he remained in serious condition with a gunshot wound to the throat and other injuries suffered during his attempted getaway. His older brother, Tamerlan, died Friday after a fierce gun battle with police.

Two celebrity athletes are part of a project to turn an empty New York City armory into a massive ice sports center.

The plans include former Rangers captain Mark Messier and figure skater Sarah Hughes, who won an Olympic gold medal in 2002.

Mayor Bloomberg detailed the plans Tuesday for the Kingsbridge Armory in the Bronx.

The project is to include nine rinks on two levels. One rink would be designed to host hockey tournaments and ice shows.

The city plans to lease the building to a private development group that involves Messier and Hughes.

Construction is expected to start next year with $275 million in private money.

‘Iron Man 3’ cast on movie violence post Boston bombings

Robert Downey Jr., Gwyneth Paltrow and Don Cheadle — the stars of the upcoming "Iron Man 3" — recently spoke at a press conference about a scene in their new film that might be difficult to watch in the wake of the tragedy in Boston.

According to a TooFab.com post, the scene involves an explosion at a Hollywood theater that's caused by Sir Ben Kingsley's antagonist, The Mandarin. The character's act claims lives of innocent civilians.

Downey said, "I like entertainers to talk about entertainment," adding, "there's something about it [The Mandarin back story] that allows the air to be taken out of the darkness."

"Clearly, this movie was in the can before anything happened," Cheadle said in reference to the Boston bombings. "As Robert mentioned earlier, the job of this film is to entertain. We're really trying to give people the ability to go into a darkened room and have a couple of hours of just pure enjoyment."

Paltrow, meanwhile, suggested that the movie can help foster communication with children about an "unsafe world."

"We do live in an unsafe world. That's the truth," the mother-of-two said. "I'm dealing with that now with my seven-year-old [son Moses], who's grappling with the fact that the world is unsafe and there are people who do harmful things."

"I don't think there's anything wrong with presenting that idea," she continued. "We can't lie to our children and pretend the world is perfect and everybody's happy and out there to do good."

"I just know that after my children saw the movie I had certain conversations with my son about it and it's a good place to have a conversation," she said.

MF Global's trustee sues former CEO Corzine

The trustee in the MF Global Holdings bankruptcy case has sued ex-CEO Jon Corzine and other former executives, alleging that they "failed to act in good faith" while running the company.

The lawsuit, filed Monday in bankruptcy court in New York, says Corzine and two other top executives "dramatically changed" the company's business plan after he became CEO in 2010. They then failed to update controls and other systems that were already weak, the lawsuit says.

Corzine pushed the company into making big bets on bonds issued by European countries, a move that proved disastrous during the implosion of the debt crisis the following summer.

According to the lawsuit, the company's controls were so poor that it couldn't determine its liquidity levels in real time, a weakness that ultimately contributed to the company's collapse in October 2011. It portrays Corzine and others as executives who were aware of the risks but purposefully ignored them. Corzine, who stepped down as MF Global CEO soon after the collapse, is the former co-chairman of Goldman Sachs, a former Democratic US senator and the former governor of New Jersey.

Corzine and two of his top executives, the chief operating officer and the chief financial officer, "were repeatedly warned — in reports, meetings, emails, and in-person exchanges — of the failures and need for improvements in the company's procedures and controls," the lawsuit says. "Yet, instead of taking necessary steps to fix those problems," the suit says Corzine and his deputies "pursued an even riskier business plan."

The lawsuit is notable not because of any significant revelations but because it represents an escalation in the battle between Corzine and the bankruptcy trustee, former FBI director Louis Freeh. Freeh is overseeing the wind-down of MF Global Holdings, which means he is trying to recover money for creditors.

The suit seeks "damages in an amount to be determined at trial" and "other and further relief as the Court deems appropriate."

Earlier this month, Freeh filed a scathing report about Corzine and other executives with many of the same accusations. At the time, he said that he had already prepared a lawsuit against the former executives, but agreed not to file it until first attempting to resolve the issues through mediation. The mediation still continues, but Freeh said in a statement Tuesday that he thought it was in the best interest of the creditors to go ahead and file the lawsuit.

A Corzine spokesman at the time of Freeh's report condemned the portrayal of the former CEO. Steven Goldberg, the spokesman, said the report ignored the fact that banks and other firms that were MF Global's trading partners failed. They didn't pay what they owed to MF Global, a key cause of the company's collapse.

It's not the first lawsuit against Corzine: MF Global shareholders and customers have also filed complaints. A separate trustee, James Giddens, who is in charge of recovering money for customers of the company's brokerage operation, MF Global Inc., last year joined the customers' lawsuit against Corzine and other former executives.

To date about 89 percent of the money has been recovered for US customers of the firm and around 18 percent for foreign customers, according to Giddens.

No one has been charged in the MF Global case. The US Commodity Futures Trading Commission, Congress and a federal grand jury in Chicago have investigated MF Global's failure and the disappearance of customers' money.

CFTC Commissioner Bart Chilton said Tuesday that acting as a steward of customer money, as MF Global did, is a "super-serious responsibility."

"Anyone who violates the law, and particularly anyone at MF Global who used a billion bucks of customer cash that should have been protected, should be punished appropriately," Chilton said in a statement.

Boston bombers' carjack victim on daring escape: 'I thought they were going to kill me'

The carjacking victim — taken hostage by Boston bombing suspects — believed he was going to killed, before making a bold dash for freedom and touching off the final chase.

The man told WMUR that his lucky break came when Tamerlan and Dzhokhar Tsarnaev stopped at a local Shell station and left him alone in his car as one man pumped gas and another went inside to buy food.

"I thought it was a very good chance for me," the unidentified man said. "So I made a judgment. I used my left hand to unbuckle my belt, my right have to open the door. I jumped out of the car and ran away across the street.

"The guy outside the car tried to catch me using his hand. He tried to catch me, but I ran very fast. I was worried. It was very scary at that moment. For me I'm so lucky."

Before that moment, the victim thought he would surely be killed by the suspected bombers.

"I was very scared," he said. "I asked them if they were going to hurt me

They said they won't hurt me. I was thinking, 'I think they will kill me later,' "

The victim had been driving at 11 p.m. Thursday, when a pedestrian approached him with a gun.

The gunman and victim picked up another man and the suspects loaded gear into the trunk. It's believed the brothers were packing the ammunition and explosives used moments later in a wild fire fight with cops.

"They asked me where I'm from, I told them I'm Chinese," the victim said.

When the man escaped, he left his cell phone behind. The cell signal left cops right to the fleeing brothers who fired shots and bombs at cops.

A wounded Tamerlan Tsarnaev ran out of bullets and was tackled by cops, officials said.

He was killed when his brother Dzhokhar accidentally ran over him while fleeing, authorities said.

Bribery charges against the Ralph Lauren Corporation were unveiled today after investigators confirmed that a top executive in Latin America had made illegal payoffs to customs officials to circumvent local regulations.

Federal authorities hit the blue-chip clothier with more than $1.6 million in penalties.

Brooklyn federal prosecutors announced a deferred prosecution agreement with the Ralph Lauren Corp., after detailing illicit payments made by an unnamed general manager who worked in the firm's subsidiary in Argentina.

The firm acknowledged that the executive — who is a dual citizen of both the US and Argentina — violated the Foreign Corrupt Practices Act by bribing customs officials in Argentina over a five-year period to help speed the clearance of goods through inspection.

Other illicit payments to corrupt customs officials in Argentina helped the Ralph Lauren Corporation move goods without submitting required paperwork, induced inspectors there to overlook prohibited items and at times, allowed for goods to be cleared without any inspection whatsoever, officials said.

The action by Brooklyn federal prosecutors parallels another related case against Ralph Lauren that also was unveiled today by the Securities and Exchange Commission, officials said.

The feds decided not to charge any executives personally after the firm cooperated with the criminal probe and pledged a wide range of reform measures, including ethics and anti-bribery training, officials said.

The firm has agreed to pay a $882,000 penalty to resolve the US Justice Department case, while it will hand over $734,846 in disgorgement and prejudgment interest in connection with the SEC case, officials said.

In a statement released today, Ralph Lauren Corporation said that it had uncovered the wrongdoing and quickly reported it to federal authorities.

"When these issues surfaced at our subsidiary in Argentina, we took immediate action to hire outside counsel and forensic specialists to conduct an internal investigation and reported the matter directly to both the U.S. Department of Justice and the Securities and Exchange Commission. There was no evidence that the improper activity in Argentina was known or authorized by anyone outside of Argentina or that similar practices were occurring at other foreign operations," the corporate statement said.

The company described the misconduct as an aberration that was not condoned by top executives.

"The conduct at the Argentina subsidiary was wholly inconsistent with the culture of compliance and integrity that we have worked diligently to establish and, as our reaction demonstrates, such conduct is not and will not be tolerated at Ralph Lauren Corporation," the firm said.

Lin was one reason the Rockets got crushed by the Thunder, 120-91, as he was awful from the field, scoring four points on 1-for-7 shooting and had as many assists (four) as turnovers. The four points matched a season low for Lin, who averaged over 13 points and six assists per game during the regular season. His defense was not much better as Oklahoma City star Russell Westbrook torched Lin with a near triple-double: 19 points, eight rebounds and 10 assists.

The Knicks beat the Celtics in Game 1 of their Eastern Conference quarterfinal series 85-78, and their point guard, Raymond Felton, was a bit better than Lin. Felton had 13 points four rebounds and six assists.

Bill Clinton says Chelsea changed his view on gay marriage

Bill Clinton was honored at the GLAAD Media Awards for his gay rights advocacy as well as his endorsement for same-sex marriage on Saturday. As reported by The Hollywood Reporter, the former President credits his daughter for changing his mind.

The former President said during his acceptance speech that his daughter "has had a profound impact on the way I see the world. It's sort of humbling when you get to be my age when your child knows more than you do about everything."

"Chelsea and her gay friends have modeled to me how we should all treat each other regardless of our sexual orientation or any other artificial difference that divides us," said the honoree. "Many of them come and join us every Thanksgiving for a meal. I have grown very attached to them."

Clinton's view on marriage equality changed substantially over the years. During his presidency, he signed the Defense of Marriage Act (DOMA), which denies federal benefits to same-sex couples.

"I want to keep working on this until not only is DOMA no longer the law of the land, but until all people — no matter where they live — can marry the people they love," Clinton told the crowd.

He has since called his approval of that law one of his biggest mistakes as President and has urged the Supreme Court to strike the law down.

"You are the agents of change. I got this award tonight, because I was the object of your affection - or not, as the case may be," he added. "My daughter led me to support the marriage equality law in New York when we were debating it, and to oppose North Carolina's denial of marriage equality, and to do all these other things. So I want to thank her too. Thank you, GLAAD. Thank you, Chelsea."

"Whenever we turn away from treating someone with the dignity and honor and the respect that we would like accorded to ourselves, we have to face the fact it's about us," Clinton concluded.

The line outside St. Joseph Church on Monday for the funeral of 29-year-old Krystle Campbell stretched down the block.

In addition to the mourners, union members and a local motorcycle club showed up to stop a church group from disrupting the funeral.

LONDON — A defiant, festive mood prevailed Sunday at the London Marathon despite concerns raised by the recent bombings at the Boston Marathon.

On a glorious spring day in the British capital, thousands of runners offered tributes to those killed and injured in Boston last Monday. The race began after a moment of silence for the victims, and many here wore black armbands as a sign of solidarity. Two runners finished carrying a banner that read "For Boston."

"It means that runners are stronger than bombers," said Valerie Bloomfield, a 40-year-old participant from France.

London's is the first major international marathon since two bombs exploded near the finish line in Boston. The blasts killed three people and wounded 180, and a policeman died during the search for the bombers. One suspect died in a shootout with police, while a second was caught.

Some 35,000 runners took part in the London race, which also drew tens of thousands of spectators. Earlier, authorities said they were boosting the police presence by 40 percent and adding extra surveillance as precautionary measures.

Most of the runners in London said they weren't worried by the Boston bombings, and the impressive turnout of fans lining the routes — many regulars said it was the biggest and most enthusiastic crowd in years — showed the same spirit.

Stuart Calderwood, an editor with a New York running magazine who has run in eight Boston Marathons, said the recent carnage there made him and his friends more determined to run in London.

"We thought, 'What's going on with marathons? Are we vulnerable, in danger?'" said Calderwood, 55, after finishing the London course. "My group that came here, we just decided this is going to make us better. We're going to say marathons are the opposite of bombing and hostility and terror."

David Wilson, 45, said there was no question of canceling the marathon. He noted that Londoners had come back onto the streets the day after the lethal July 7, 2005, transit system bombings and weren't easily cowed.

"You can't not do anything, because otherwise you'd stay on the outs all the time," he said.

But Chris Denton, a 44-year-old engineer stretching his legs by the start line, acknowledged an undercurrent of anxiety. He'd asked that his family not come out to support him because of a possible copycat attack. "I left them at home," he said. "If only for my peace of mind."

The men's race was won by Ethiopian Tsegaye Kebede; the women's champion was Kenyan Priscah Jeptoo.

Among the participants in London was Tomasz Hamerlak of Poland, who finished fourth in the men's wheelchair race and had competed in Boston last week.

"It is terrible what happened in Boston, but we can't look back, we must look forward," an out-of-breath Hamerlak told The Associated Press moments after crossing the finish line. "The show must go on."

A seemingly relaxed Prince Harry presented awards to the wheelchair racers and mingled with spectators.

"It's fantastic, typically British," he told the BBC. "People are saying they haven't seen crowds like this for eight years around the route. It's remarkable to see."

He said it was "never an option" for him to cancel his appearance following the Boston bombings.

"No one has changed any plans, volunteers, security, nothing has changed," he said. "Typically the British way."

On Blackheath, the spacious green common area where the race begins, runners massaged each other's legs as loud pop music boomed on a sound system. A half-dozen police officers in reflective vests mingled and chatted with the runners. Many in the crowd wore Boston T-shirts.

Moments before the majority of runners set off on the grinding course, announcer Geoff Wightman used the loudspeakers to ask for a moment of silence. He described marathon running as a global sport that unites runners and supporters in every continent in a spirit of friendship.

As those gathered responded to his call, the only noise that could be heard was the buzz of helicopters and the beeping of a truck.

Security was plentiful but not intrusive near the finish line at the Mall in front of Buckingham Palace. Marathon staff, officials and journalists had their bags checked, a process not deemed necessary at the event last year. Officials said this was in response to the Boston attack.

Marathon organizers plan to donate money to a Boston fund set up to help the bombing victims. They said they did not consider canceling the London event, which is a highlight of the sporting calendar.

In a smaller event in Germany, some 15,000 runners were participating Sunday in the Hamburg Marathon. They wore armbands with the slogan "Run for Boston."

Extra security was added and there was no disruption. Hamburg organizers have said that they know of only eight people who pulled out because of the Boston bombings.

UMass-Dartmouth, where suspected Boston bomber Dzhokhar Tsarnaev attended classes, reopens

DARTMOUTH, Mass. — A college campus where one of the suspected Boston Marathon bombers attended classes is reopening.

The University of Massachusetts-Dartmouth was evacuated Friday after it was learned that 19-year-old Dzhokhar Tsarnaev was being pursued in connection with the attack that killed three people and injured more than 180 others.

Tsarnaev was later captured and is now hospitalized in serious condition.

UMass-Dartmouth officials say residence and dining halls will reopen at noon on Sunday.

The school says counselors and members of the clergy will be on hand to help any students who are fearful or uncomfortable in the aftermath of last week's events.

One student told the Associated Press he saw Tsarnaev on campus last week after the bombings.

Blackstone founder creates $300M China scholarship

BEIJING — A US private equity tycoon announced Sunday the establishment of a $300 million endowed scholarship program in China for students from around the world, and billed it as a rival to the prestigious Rhodes Scholarship.

Stephen A. Schwarzman, founder of the private equity firm Blackstone, said he would give $100 million as a personal gift and raise another $200 million to endow the Schwarzman Scholars program at Beijing's Tsinghua University. It will be the largest philanthropic gift with foreign money in China's history, according to the tycoon and the university.

The Wall Street mogul said China's rapid economic growth and rising global influence would define the 21st century, as U.S. ties to Europe did to the 20th century — when the Rhodes Scholarship was created at Oxford University with the goal of producing outstanding leaders.

"China is no longer an elective course, it's core curriculum," he said in Beijing.

By partnering with the prestigious Chinese university, Schwarzman said he hoped the educational program would train future world leaders and play a positive role in relations between China and the United States.

"For future geopolitical stability and global prosperity, we need to build a culture of greater trust and understanding between China, America and the rest of the world," he said.

Tsinghua — known for its engineering programs but in the midst of transforming itself to be more comprehensive in academic offerings — also has produced many of China's senior leaders, who have traditionally been technocrats. It is the alma mater for both President Xi Jinping and former President Hu Jintao.

The $300 million endowment will allow 200 students each year to take part in a one-year master's program at Tsinghua — all expenses paid — in public policy, economics and business, international relations or engineering, beginning in 2016. Schwarzman said 45 percent of the students would come from the United States, 20 percent from China and the rest from other parts of the world.

Already, $100 million has been raised in the last six months from private donors, Schwarzman said.

Both President Barack Obama and Chinese President Xi Jinping sent congratulatory letters, which were read out loud at the announcement ceremony at the Great Hall of People — China's symbolic heart of political power. "That was pretty remarkable to listen to," Schwarzman said. "That was pretty awesome."

Vice Premier Liu Yandong attended the announcement and gave a speech.

The announcement also was the top news on state-run China Central Television's evening newscast, which is typically reserved for the activities of China's top leaders.

The program's advisory board includes former world leaders such as France's Nicolas Sarkozy, Britain's Tony Blair, Canada's Brian Mulroney and Australia's Kevin Rudd. Former U.S. secretaries of state Henry Kissinger, Colin Powell and Condoleezza Rice are also on the board, as is renowned cellist Yo-yo Ma.

"The board shares my belief that fostering connections between Chinese students, American students and students from around the world is a critical aspect of ensuring geopolitical stability now, and into the future," Schwarzman said.

He said the program would be jointly governed by the Schwarzman Education Foundation and Tsinghua University on matters including curriculum and faculty.

Schwarzman said he believes the program will enjoy academic freedom like any other Western educational institute and that he understands no topic will be off limits in the classrooms at the Schwarzman College, home to the program, to be built on the Tsinghua campus.

Many international corporations already have signed on as donors to the program, including BP, Bank of America Merrill Lynch, Boeing, GE, JPMorgan Chase, Bloomberg Philanthropies, Caterpillar, Credit Suisse and Deloitte. International companies often give charitable gifts to cultivate ties with potential future leaders.

Tsinghua traces its roots to 1911, when the United States used the indemnity money paid by the Chinese government after an anti-foreigner rebellion to establish a preparatory school for students later sent to study in America.

3 Doors Down bassist charged in fatal crash

NASHVILLE, Tenn. — Bassist Robert Todd Harrell of the rock band 3 Doors Down has been charged with vehicular homicide by intoxication after an interstate crash claimed the life of another motorist in the Nashville area, police said.

The 41-year-old musician remained jailed early Sunday in connection with the fatal accident late Friday night on Interstate 40 that left 47-year-old Paul Howard Shoulders Jr. dead, the Metropolitan Nashville Police Department said.

A police statement said a preliminary investigation showed that Harrell was driving west at a high rate of speed in the Nashville suburb of Hermitage when his car clipped a pickup truck driven by Shoulders. Police said the pickup then went out of control, struck a guardrail, went down an embankment and overturned. Shoulders was ejected.

Authorities said Harrell's car hit a retaining wall and stopped about a quarter mile away.

Police said Harrell showed signs of impairment when he underwent field sobriety tasks, adding in their statement that "he acknowledged consuming hard cider and taking prescription Lortab" and Xanax.

Shoulders, who was not wearing a seatbelt, was pronounced dead at a Nashville hospital, authorities added.

The police statement said Harrell, of Mt. Juliet, also was charged with bringing controlled substances into the jail. Authorities said sheriff's deputies had discovered a plastic bag concealed in his sock that contained eight Xanax pills, 24 Oxycodone pills and four Oxymorphone pills during a search at the booking room.

Early Sunday, a jail official contacted by The Associated Press said Harrell remained in custody in lieu of $100,000 bond. The official, who declined to be identified by name, said Harrell was not available and jail records didn't indicate whether he had an attorney.

The official said Harrell faces a court appearance Thursday morning.

"We are deeply saddened by the passing of Paul Howard Shoulders, Jr. Our hearts and prayers go out to his family and friends at this difficult time," said a statement released on the 3 Doors Down website.

The band, which formed in Mississippi in the '90s and touts a straight-up rock 'n' roll sound with such hits as "Away From The Sun" and "Kryptonite," did not elaborate on the statement.

Metropolitan Nashville Police, contacted by the AP, said they would have no further information beyond the statement released on a local government website. Authorities reached at a county sheriff's office said they had no information.

Surveillance video from Boston Marathon shows bomb suspect dodging blast: Mass. gov

WASHINGTON — Surveillance video from the Boston Marathon attack shows one suspect dropping his backpack and calmly walking away from it before the bomb inside it exploded, Massachusetts Gov. Deval Patrick said Sunday.

The video clearly puts 19-year-old Dzhokhar Tsarnaev at the scene of the attack, Patrick said on NBC.

"It does seem to be pretty clear that this suspect took the backpack off, put it down, did not react when the first explosion went off and then moved away from the backpack in time for the second explosion," Patrick said. "It's pretty clear about his involvement and pretty chilling, frankly."

He added, however, that he hasn't viewed all the tapes but had been briefed by law enforcement about them.

Investigators have determined the bombs were fashioned from pressure cookers packed with explosives, nails and ball bearings and hidden in black backpacks. Three people were killed and more than 180 injured when the two bombs exploded Monday about four hours into the race.

Tsarnaev was captured Friday after being pulled bloody and wounded from a tarp-covered boat in a suburban Boston backyard. He is being guarded by armed officers while he recovers at a Boston hospital. He is in serious condition and hasn't been able to communicate with investigators.

His 26-year-old brother and alleged accomplice, Tamerlan, died earlier Friday after a gunbattle with police.

The brothers are also suspected of killing an MIT police officer Thursday and severely injuring a transit officer.

Patrick said Sunday on CBS' "Face the Nation" that law enforcement officials believe the immediate threat ended when police killed Tamerlan Tsarnaev and captured Dzhokhar.

The governor said he has no idea why someone would deliberately harm "innocent men, women and children in the way that these two fellows did."

On Saturday, Patrick appeared on the field at Fenway Park with dozens of local and state police before the Boston Red Sox's first home game since the bombings.

Meanwhile, Boston Mayor Thomas Menino told ABC's "This Week" that he hopes authorities "throw the book" at Dzhokhar Tsarnaev.

"I hope that the U.S. attorney takes him on the federal side and throws the book at him," Menino said. " These two individuals held this city hostage for five whole days.

"They should not do that -- that's what these terrorist events want to do, hold the city hostage and stop the economy of the city."

Menino also said information he has indicates that the suspects in the Boston Marathon bombing acted alone.

Menino tells "This Week" that he agreed with the decision to lock down Boston all day Friday, based on information officials had at the time.

He tells "This Week" that a pipe bomb was found at another location and that another person was taken into custody. The mayor did not elaborate.

Iran seeks to export oil to North Korea

TEHRAN, Iran — Iran's oil ministry says the country is considering exporting oil to North Korea as a way to improve its battered economy.

The official IRNA news agency quoted on Saturday Oil Minister Rostam Ghasemi as saying talks are underway between Tehran and Pyongyang on oil exports.

An oil deal would bring the two nations deeply at odds with the US and the West closer together. In September, they signed a scientific and technological cooperation agreement. A delegation from North Korea's oil ministry is currently visiting Iran.

Iranian and North Korean officials have said in the past that their nations are in "one trench" in the confrontation with Western powers.

But Iran has denied a UN report saying the two have exchanged ballistic missiles, components and technology in violation of U.N. sanctions.

'American Psycho' musical to debut in London

A musical based on Bret Easton Ellis's novel "American Psycho" will first try to slay an audience in London.

The Headlong theater company said Friday it will stage the world premiere, which features songs by Tony Award-winner Duncan Sheik, at the Almeida Theatre this winter. Rupert Goold will direct.

Sheik, is best known for his 1996 debut single "Barely Breathing" and and is the songwriter of "Spring Awakening." He's teamed up with playwright Roberto Aguirre-Sacasa, who worked on HBO's "Big Love," Fox's "Glee" and the Broadway production of "Spider-Man: Turn Off the Dark."

The 1991 novel — later made into a 2000 movie starring Christian Bale — chronicles a homicidal New York yuppie who is obsessed with high-end clothes and beauty products as he slashes his way through Manhattan.

Iraqis vote in first election since US withdrawal

BAGHDAD — Iraqis cast ballots in regional elections Saturday amid tight security, marking the country's first vote since the U.S. military withdrawal and a key test of its stability.

The results will not directly affect the shape of Iraq's national government. But the vote will be an important barometer of support for Iraq's various political blocs heading into 2014 parliamentary elections, and the outcome could exacerbate the country's already strained sectarian tensions.

Saturday's vote will also test the Iraqi army and police, who face a reviving al-Qaida insurgency and are for the first time since the 2003 U.S.-led invasion securing an election on their own.

As in past elections, officials have ratcheted up security precautions to thwart attempts by insurgents to disrupt the vote.

Security cordons are set up around polling places, and only authorized vehicles are being allowed on the streets in major cities. Voters dipped an index finger in ink after casting ballots to ensure each person voted only once.

By early afternoon, the U.N. special representative for Iraq, Martin Kobler, said the voting was going smoothly. He urged Iraqis to the polls, saying "the credibility of the elections depends also on the turnout."

There were reports of scattered violence during the first several hours of voting, but no fatalities. Six people were reported wounded.

Mortar shells struck near voting centers in Baghdad and in the towns of Mahmoudiya, Latifiyah and Mussayib, south of the Iraqi capital, as well as in Samarra, to the north, according to police and hospital officials. A bomb went off near a polling center in the southern town of Jibala while stun grenades, which emit a bright flash and loud bang, were thrown at polling centers in the towns of Iskandariyah and Beiji.

Deputy Interior Minister Adnan al-Asadi described the security situation as stable.

"The police and army are deployed everywhere to make sure the election day and polling stations are secured. We call upon all the people to go out and cast their ballots because it the best way to face terrorism," he told state TV.

Militants have stepped up attacks in recent days. A wave of car bombings and other attacks Monday killed at least 55 and wounded more than 200. Attacks have continued throughout the week, including a suicide bombing at a packed cafe late Thursday that left 32 dead.

Iraqi state television showed government officials, including Prime Minister Nouri al-Maliki, casting their ballots at the Rasheed Hotel in Baghdad's heavily fortified Green Zone.

Connecticut man arrested on charges of threatening Gov. Malloy

BARKHAMSTED, Conn. — A Connecticut man has been arrested on charges of unspecified threats against Gov. Dannel P. Malloy.

The Republican American reports that John Montysko of Barkhamsted was arrested Friday and is being held on $120,000 bond. A woman who answered the phone at his home would not comment.

Police say they found numerous weapons at the 59-year-old Montysko's home. He was arrested after a Connecticut television station turned over a comment posted April 14 on its website.

Police spokesman Lt. J. Paul Vance would not say what the comment was or identify the TV station.

Montysko is to appear in New Britain Superior Court April 22 on charges of threatening and inciting injury to a person. He also was charged with illegal possession of weapons, including an AK-47.

Two in Conn. accused of possessing 50 pounds of pot

STONINGTON, Conn. — Stonington police have seized 50 pounds of marijuana valued at about $450,000 after it was delivered to a vacant home.

The Day of New London reports that police arrested two Worcester, Mass., residents accused of picking up boxes containing plastic bags of marijuana.

Dan Tran and Cindy Huynh were each charged with possession of more than 1 kilogram of marijuana and possession of marijuana with intent to sell. Police also seized two cars they used to drive away with the marijuana.

The 40-year-old Tran and 27-year-old Huynh are each being held in lieu of a $250,000 bond and are scheduled to be arraigned in New London Superior Court Monday if they do not post bond.

It was not known Saturday if they are represented by lawyers.

"You're not going to jail, honey."

The swindling son of famed philanthropist Brooke Astor shared a showily tender moment in Manhattan Supreme Court this morning -- his wife hugging him in his wheelchair and bursting into tears.

"You're not going to jail, honey -- it's alright," Anthony Marshall, 88, was told by his sobbing, twenty-years-younger wife, Charlene, after a judge agreed to a tentative June 17 date for Marshall's prison surrender.

"I love you too!" she cried, as she wrapped a gray scarf around his neck before rolling him out of the courtroom.

It's been three years since Marshall and his trusts and estates lawyer co-defendant, Francis Morrissey, were both sentenced to serve at least one year and as many as three.

The two pressured and tricked the Alzheimer's-afflicted doyenne out of some $60 million in bequests, with Marshall awarding himself a $2 million "raise" for administering her estate, and Morrissey forging her signature on a key 2004 will amendment.

Manhattan Supreme Court Justice A. Kirke Bartley is allowing the pair to remain free on bail pending their latest appeal effort -- an application to have their case considered by the state's highest court, the Court of Appeals in Albany.

If that court decides not to take the case, the pair must surrender June 17, said Bartley, who presided over the pair's 2009 trial.

"It's good to see you all again, three years plus," the judge told the eight lawyers in the room, and the brief hearing did have a reunion feel to it.

Defense lawyers and Astor trial veterans John Cuti and Kenneth Warner were present again for Marshall, as were his prosecutors, Joel Seidemann, Elizabeth Loewy and Peirce Moser.

"I want to make a statement," Charlene announced as she left court. Charlene -- who had been portrayed by the prosecution, Astor's nurses, and even the judge as the greedy muse behind the swindling -- was gently hushed by Warner.

The defense has maintained that Marshall simply wanted to provide for his wife in case he predeceased both her and his mother. Marshall, who appeared ashen today, said nothing aloud during or while leaving the hearing.

NY postal workers admit to lying to get unemployment benefits

ALBANY — Federal prosecutors say seven U.S. Postal Service employees have admitted making false statements to get unemployment benefits they were not entitled to.

Authorities say they lied about their eligibility by falsely claiming to be unemployed or under-reporting their income, fraudulently obtaining benefits.

Each has been ordered to pay restitution.

Prosecutors say the workers and restitution amounts include 37-year-old Erin Gagnon of Plattsburgh, $26,218; 36-year-old Kelly Williams of Nyack, $16,605 and 46-year-old Clarence Reed of Schenectady, $11,255.

Others are 35-year-old Angela Blazejewski of Rocky Point, $11,542; 30-year-old Donnel Richardson of Brooklyn, $9,007; 31-year-old John Congiusti of the Bronx, $8,896; and 41-year-old Nicole Martin of Brooklyn, $5,396.

Bruins cancel morning skate, Red Sox on hold as search for suspect continues

BOSTON — The Boston Bruins and Pittsburgh Penguins have canceled their morning skates because of the manhunt for a suspect in the Boston Marathon bombings.

Bruins spokesman Matt Chmura said the team has no announcement yet on whether it will proceed with Friday night's NHL game at TD Garden.

The Boston Red Sox also are on hold for their night game against the Kansas City Royals at Fenway Park. Red Sox spokesman Kevin Gregg said the Royals have been in town since Wednesday night and spent their off day in the city on Thursday.

The bombings on Monday killed three people and wounded more than 180. Police identified two suspects. One was killed during a shootout with police and the other was being sought during a massive manhunt across the city and surrounding areas.

The Bruins also announced that the sale of playoff tickets, scheduled to start at 11 a.m. on Friday, has been postponed until 11 a.m. on Monday.

The New England Patriots postponed for the second time a news conference with director of player personnel Nick Caserio about next week's NFL draft. The news conference originally had been scheduled for Tuesday but was postponed after the bombings. It has been rescheduled for Monday.

The bombings already have resulted in two major pro sports games in Boston getting scratched — the Bruins against the Ottawa Senators last Monday night and the Indiana Pacers against the Celtics on Tuesday night. The Bruins game was rescheduled for April 28. The Celtics game was canceled outright, and the NBA's regular season ended on Wednesday.

The Celtics are scheduled to begin the first round of the playoffs Saturday in New York against the Knicks.

The Bruins resumed play on Wednesday night at home against the Buffalo Sabres. Before the game, there was a moment of silence, a slideshow of marathon scenes on the video scoreboard above center ice and a stirring rendition of the national anthem, which was started by long-time Bruins vocalist Rene Rancourt. He sang a few lines then gestured for the fans to join in — which they did.

"We are trying to put on a show for the fans and, hopefully, give them some sort of escape," Buffalo's Drew Stafford said after the game. "With everything that happened, emotions were extremely high tonight. I am sure that there were not a lot of dry eyes in the stands during the anthem."

After the game, players gathered at center ice and raised their sticks in a salute to the fans who had chanted "U.S.A." and "We are Boston."

The Red Sox had finished their game against the Tampa Bay Rays on Monday about 45 minutes before the explosions occurred about a mile away from Fenway. They boarded a plane to Cleveland after their 3-2 victory for a three-game series against the Indians. Boston completed a sweep of the series on Thursday night then returned for a 10-game homestand.
